The Social Justice & Empowerment Department and Welfare of Scheduled Castes and Backward Classes Department were working independently since the bifurcation of Social Welfare Department in the year 1992. As per Government Notification no. 6/4/2022-I Cabinet dated 01, January, 2023, now the Welfare of Scheduled Castes and Backward Classes, Department of Social Justice, Empowerment and Antyodaya has been merged and now the name of new department will be “Social Justice, Empowerment, Welfare of Scheduled Castes and Backward Classes and Antyodaya Department.”
Directorate of Social Justice & Empowerment
The Directorate of Social Justice & Empowerment implements various schemes for the care, protection and rehabilitation of socially under privileged. Earlier the Directorate of Social Justice & Empowerment was working within a very small area having few welfare schemes. Now, it has expanded its area of schemes and has implemented schemes since the creation of the section covering beneficiaries belonging to urban as well as rural areas. At present, the Directorate of Social Justice & Empowerment is implementing a number of schemes for the welfare of senior citizens, orphan/destitute children, Widows & destitute women, mentally retarded children, the blind, deaf & dumb, kashmiri migrants, dwarfs & eunuchs minority communities such as Muslims, Sikhs, Buddhists, Christians, Parsis etc., in the state. Besides, the welfare of vulnerable groups of the society, the Directorate of Social Justice & Empowerment is also providing social security and economical assistance to the Senior Citizen, Widows and disabled of the States in the form of monthly pension who are unable to sustain themselves from their own resources and are in need of financial assistance. District Social Welfare Officers are monitoring schemes of the section at district level and 3 Government residential institutions functioning in various districts for the welfare and rehabilitation of persons with various physical disabilities such as visually impaired, speech and hearing impaired, orthopedically challenged, mentally challenged, aged welfare etc.
Directorate of Scheduled Castes & Backward Classes
The Welfare of Scheduled Castes & Backward Classes implements various schemes for the Welfare of Schedule Castes & Backward Classes in the State of Haryana. The main function of the Section is to coordinate and supervise the activities of other departments in the matter of implementation of various schemes designed for the Welfare of Scheduled Castes, Backward Classes and De-notified Tribes. Haryana has the distinction of having enacted and enforced the most revolutionary/ scheme in the country for Scheduled Caste. Haryana stands at fifth position in India having large in Scheduled Caste population In Haryana the total population of Scheduled Castes is 40.91 lacs consisting 19.35% of the state population. About 78% of the Scheduled Castes population lives in rural areas and the literacy rate of Scheduled Castes population is 55.45% as compared to state literacy rate 57.19 per cent which shows the sincere efforts of Haryana Government toward Education policy specially for Scheduled Castes. Haryana Government is fully committed to carry out Welfare Schemes for Scheduled Castes, Denotified Tribes and Backward Classes of the society and has taken a series of effective steps to provide social security to these castes. Financial assistance to those who are not in a position to sustain themselves from their own resources and are in dire need of financial assistance various enticing schemes has been launched.
Antyodaya
The State Government of Haryana is committed to ensure the welfare of the last mile person, or the “Antyodaya”. In furtherance of this objective, the government has taken various steps for Antyodaya families. One such initiative is Mukhyamantri Antyodaya Parivar Utthan Yojana.
